Původním povoláním účetní, spisovatel. Od pol. 60. let publikoval povídky, vydané později ve sbírce Real Time World . První román nazval Indoctrinaire , ale zajímavější je až P. druhý román Fugue for a Darkening Island , ve kterém je Anglie rozvrácena zmatkem, způsobeným vpádem uprchlíků z Afriky zničené atomovou bombou. Nejlepším P. dílem je Inverted World , odměněný cenou BSFA. Děj románu se odehrává v podivném světě ve tvaru hyperboloidu. Lidé zde žijí ve městě, které se musí neustále přemisťovat po kolejnicích, aby se nacházelo nad pohybujícím se „optimem“. Mimo toto optimum totiž dochází k roztahování a smršťování prostoru i času. Jiného ražení je P. parafráze na motivy H. G. Wellse The Space Machine . V tomto románu vystupuje sám Wells a odráží s pomocí stroje času útok Marťanů. Následovaly romány A Dream of Wessex , ve kterém je v rámci vědeckého experimentu odeslána skupina zhypnotizovaných lidí do světa budoucnosti, který si sama vytvořila ve svých představách, The Affirmation , jehož námětem je hledání skutečné reality, The Glamour a antiutopický příběh The Quiet Woman .
