Vystudoval fyziku, kterou nyní vyučuje na kalifornské univerzitě v Irvine. Představitel hard SF. Debutoval povídkou Stand-In , kterou obsadil druhé místo v soutěži časopisu The Magazine of Fantasy and SF; B. prvním románem je Deeper than Darkness . V B. tvorbě převládá kosmická tematika a kontakt lidí s mimozemšťany. Důkazem toho jsou romány Jupiter Project , In the Ocean of the Night , ve kterém Zemi hrozí srážka s tělesem, na němž byly objeveny mimozemské bytosti, Against Infinity o osídlování měsíce Ganymedes a Across the Sea of Suns . B. často spolupracuje s jinými spisovateli. Společně s Gordonem Eklundem napsal román If the Stars Are Gods . Za stejnojmennou kratší verzi tohoto příběhu o objevení mimozemského života ve Sluneční soustavě dostali o dva roky dříve Nebulu . Ve spolupráci s Williamem Rotslerem napsal román Shiva Descending , opět s motivem hrozící srážky s kometou. V 80. letech získal B. druhou Nebulu za román Timescape , v němž se vědci z konce tohoto století snaží navázat pomocí tachyonů kontakt s vědci šedesátých let a zabránit tak katastrofám, které Zemi v budoucnu hrozí. Román je považován za nejlepší hard SF poslední doby, avšak postrádá na čtivosti. Z posledních B. prací stojí za zmínku SF thriller Artifact . Artefaktem je podivná krychle objevená v řeckých vykopávkách v blízké budoucnosti. Ukáže se, že jde o uzavřenou singularitu prostoru, jejíž další osudy se záhy propletou s chystaným politickým pučem. Ve spolupráci s Davidem Brinem „“ napsal román Heart of the Comet .
